CCBHC Planning Grant to be Submitted This Week

On Sept. 12, Colorado will submit its application to the federal Substance Abuse and Mental Health Services Administration for the latest round of Certified Community Behavioral Health Clinic (CCBHC) planning grants.
 
The CCBHC program was launched in 2014 and is designed to increase access and improve the quality of community-based mental health and substance use disorder treatment services. While designation of participating providers is rigorous, it is not limited to community mental health centers. Eight provider organizations in Colorado have received individual grants to implement the model in their communities, and have notched remarkable increases in access and outcomes for key populations including clients with severe mental illness, Latinx individuals, veterans and others.
 
If selected in this competitive process, Colorado will receive $1 million to be used over the next year to develop a robust plan for implementing the model statewide as a “CCBHC demonstration state.” That designation would be crucially important, because it would mean four years of enhanced federal Medicaid matching funds for behavioral health – the only source of new funding for Colorado’s safety net behavioral health providers as Colorado heads into lean, post-ARPA budget years.
 
CBHC applauds the Dept. of Health Care Policy and Financing and the Behavioral Health Administration for their commitment to this opportunity. We were pleased to support them by offering impact data from current CCBHC grantees and access to national experts. CBHC members also provided letters committing to participating in the demonstration, and secured letters of support from key partners and elected officials.
 
We are also deeply grateful to the legislators on Colorado’s Joint Budget Committee – Chair Rep. Shannon Bird, Vice Chair Sen. Rachel Zenzinger, Sen. Barbara Kirkmeyer, Rep. Emily Sirota, Rep. Rick Taggart and Sen. Jeff Bridges – for initiating and shepherding the passage of HB 24-1384, which directed the state to apply for the grant. While HCPF and BHA had already planned to do so, this legislative imprimatur is an important symbol of the state’s commitment to the CCBHC model.
 
The state anticipates hearing about the planning grant award by December 1. If selected, 2025 will be used as the planning year, with the state officially joining the CCBHC program and receiving enhanced matching dollars in the spring of 2026. More info can be found at HCPF’s CCBHC resource page.

Mental Health First Aid Colorado Funding Opportunities for Fiscal Year 2024-2025
CBHC- MHFACO is excited to announce the availability of funding for Mental Health First Aid classes, available from August 1, 2024, to June 30, 2025. This funding is designed to support community-based MHFA classes across Colorado.
For this fiscal year, MHFACO will reimburse $50 per participant successfully certified in MHFA. Please review the MHFACO FY 2024- 2025 Funding Packet for eligibility requirements. Please note that all MHFA trainings funded through this program must be provided at no cost to participants. 
 
To apply for this funding, submit your Funding Request Form through the MHFACO website at least 30 days before your training. Once approved, ensure all required documentation listed in the funding packet is submitted promptly to receive reimbursement.

Safety Net Provider Forum

With the development of BHA and related HCPF projects, there will be many upcoming changes to the behavioral health safety net in Colorado. This forum has been created to provide a collaborative learning space for all Colorado Safety Net Providers.
