Skills Training | Enhancing De-Escalation and Risk Management Skills in a Clinical Setting: Keeping the Peace
Presented by Pollack Peacebuilding Systems
This interactive workshop equips front-line staff and clinicians with essential skills and tools for effective de-escalation in behavioral healthcare settings. Led by Pollack Peacebuilding Systems, renowned experts in conflict management, participants will learn to recognize escalation cues, employ reflective listening techniques, and establish rapport to minimize escalation and promote positive outcomes. Topics include emotional self-management, understanding root causes of escalation, and strategies for offering reassurance and promoting autonomy. Participants will receive a De-Escalation Skills Training Certificate upon completion, ensuring readiness to navigate tense encounters with confidence and skill.

CCBHC Stakeholder Forum
The Colorado Department of Healthcare Policy & Financing (HCPF), in collaboration with the Behavioral Health Administration (BHA), launched a biweekly series of Certified Community Behavioral Healthcare Center (CCBHC) Stakeholder forums. This stakeholdering, required in HB24-1384 (a JBC bill strongly supported by CBHC), is designed to ensure that the state’s CCBHC Planning Grant application reflects input from providers, advocates and others. Stakeholders will share updates, lessons learned, challenges, and ideas to shape Colorado’s CCBHC Planning Grant and future structure. Register for upcoming sessions HERE.

Budget Forecast
Legislative economists and Gov. Polis’ budget director presented their quarterly budget forecasts to the Joint Budget Committee June 20. The June forecast provides the first high-level look at the revenue picture for the next budget year. The key takeaway is that we’re heading into a challenging budget year, with the budget likely to be more than $500M short of fulfilling the required general fund reserve. The challenges are exacerbated by tax credit bills passed in the 2024 legislative session that will place significant pressure on the budget.
JBC members and the budget experts also discussed the potentially massive budget disruption that could result from the passage of either or both of the two property tax reduction initiatives that will be on the November ballot. (One of those had qualified prior to the June 20 hearing; the other qualified subsequently.) Upper-end projections show the hit to the state budget could be more than $3 billion, because of backfill the state would need to provide to local governments affected by lower property tax collections. Budget Director Mark Ferrandino warned that passage of the measures could result in a 10% cut in provider rates and a $600 million reduction in state healthcare programs, as well as devastating reductions to K-12 and higher education.

Colorado’s community mental health centers continue to make the news due to their positive impact within their communities. Here are some recent projects and awards making headlines:
- The new Mind Springs Health withdrawal management facility in Glenwood Springs officially opened last month, creating a new support resource for community members and alleviating capacity pressure on hospitals and law enforcement.
- Mental health clinics across the US, such as Servicios de la Raza, are helping Latinos bridge language and access barriers.
- Along with others, SummitStone Health Partners was recognized by the Larimer County Commissioners for their tireless efforts in making the mental health courts successful.
- The Colorado Sun discusses mental health, improving life and care with representatives from NAMI Colorado, CBHC, Mental Health Colorado, and others.
- The Colorado Department of Education and the Jefferson Center for Mental Health discuss bullying and what parents need to know when their child is bullied.
- Toni Baruti, CIO and CTO, from AllHealth Network has received the Corporate ORBIE. The ORBIE Awards is the premier technology executive recognition program in the United States. Congratulations Toni!

National Council Advocacy Alert!
The National Council is making a push to get more lawmakers to support the Ensuring Excellence in Mental Health Act. This Act would ensure that every state can expand access to comprehensive mental health and substance use care through funding for Certified Community Behavioral Health Clinics (CCBHCs). It would also ensure that CCBHCs can continue to serve their communities past 2032 when the current demonstration program ends.
